What is Form VTR-270?


Form VTR-270, Vehicle Identification Number Certification, is a Texas Department of Motor Vehicle (DMV) form used by Texas residents for a Vehicle Inspection Report to obtain a vehicle safety inspection station to self-certify a vehicle identification number (VIN).


The Texas Form VTR-270, also known as Statement of Physical Inspection, may be used in lieu of a Vehicle Inspection Report (obtained from a Texas vehicle safety inspection station) to self-certify a vehicle identification number (VIN) when a vehicle is not subject to Texas safety inspection requirements because the vehicle is exempt under state law, located out of state, or will not operate on Texas public roads.


A vehicle’s record will include a “VIN CERTIFICATION WAIVED” remark when the VTR-270 Form Texas is used in lieu of Form VTR-68-A, Vehicle Inspection Report (law enforcement VIN inspection form issued by the auto theft investigator completing the inspection). The “VIN CERTIFICATION WAIVED” remark remains on the record until a new application for Texas title is submitted with Form VTR-68-A, Vehicle Inspection Report.


Moreover, the vehicle’s record will include a “VERIFY INSPECTION” remark if the vehicle is registered and subject to a Texas vehicle safety inspection, but is located out of state. This vehicle must obtain a passing vehicle inspection upon entry into Texas followed by a visit to the county tax assessor-collector’s office to remove the “VERIFY INSPECTION” remark (a Vehicle Inspection Report is required if the inspection cannot be verified electronically).


A Texas VIN verification is required from owners of vehicles that have been titled or registered in a different state. A vehicle identification number validation, often known as a VIN inspection, is carried out to confirm the identity of a vehicle. It is important to note that certified identification inspections are different from generic VIN lookups that are performed prior to the purchase of a used vehicle by checking public records. Instead, these official car verification procedures must be carried out by an authorized inspector in order to be valid.


Exemptions from Texas vehicle safety inspection are limited to (including vehicles currently meeting or registering as the following):


  • Trailers, semi-trailers, pole trailers, or travel trailers with a current factory-delivery license plate or current in-transit license plate;

  • Vehicles with a paper dealer in-transit tag, machinery license, disaster license, parade license, prorate tab, one-trip permit, vehicle temporary transit permit, antique license, custom vehicle license, street rod license, temporary 24-hour permit, or permit license;

  • Trailers, semi-trailers, pole trailers, or travel trailers with an actual gross weight or registered gross weight of 7,500 pounds or less;

  • Farm machinery, road-building equipment, a farm trailer, or a vehicle required to display a slow-moving-vehicle emblem;

  • Former military vehicles as defined by Section 504.502;

  • Vehicles eligible for registration, but not registered; and

  • Vehicles that cannot be registered for on-road use (off-highway use only).

  • VIN number validation procedures are carried out by state-approved safety inspection stations located across Texas. While many private companies may offer new vehicle inspection services, car owners must make sure that they are conducting these procedures with a certified representative of the DMV, so that they receive the correct validation documentation. The inspection station will provide you with an original Vehicle Inspection Report (VIR) signed by the inspector. 


    A vehicle inspection is required in the case of cars that are brought into Texas, so that the DMV can make sure that they are safe for operation on public roads in the state. As such, completing a vehicle inspection form typically requires an authorized representative to physically locate the VIN on the car, often in more than one location.
